  4. for question 2 it is ambiguous. if the executive management & sponsor have already determined that a project is to be closed. I don't see why we should then determine under which condition to close that project.

    on the other hand if you had asked when does it make sense to close a project without "saying anything that decision has already been made by upper echelon" , then your question makes sense

  5. for the comment from "pmp certifications requirement" entry, your question 5 is ambiguous too? when you say do and follow ? you can do "define scope" if you are in planning phase but you can follow "a scope statement" once you have gone past "define scope' process.
    so what is your question exactly ?
